A Senate panel has approved legislation designed to strengthen the technology used by first responders during disaster search and rescue operations. The bill, which advanced out of committee this week, aims to address long standing gaps in emergency communications that have hampered rescue efforts during wildfires, hurricanes, floods and other large scale emergencies.
The proposal focuses on improving the tools available to emergency crews who often struggle to locate trapped or missing individuals when cell networks fail or power grids go down. Under the measure, federal agencies would coordinate with local emergency teams to test and deploy updated location tracking systems, portable communication devices and mapping software that can function in areas with damaged infrastructure.
Supporters say the current generation of equipment is outdated and inconsistent across jurisdictions, which creates confusion when multiple agencies respond to the same disaster. The bill would establish a grant program to help smaller departments afford newer technology and require regular reviews of how well the equipment performs in real world conditions.
Lawmakers behind the effort argue that faster and more reliable communication saves lives. They point to recent disasters where rescue teams lost critical hours because they could not share location data or maintain contact with command centers.
The legislation now moves to the full Senate for consideration. If passed, it would direct federal emergency officials to develop national standards for search and rescue technology and report back on progress within a set timeframe.
