Trump Administration Releases New National Security Science and Technology Strategy

The new document, released this week, replaces an earlier framework and lays out priorities for the next four years in areas like artificial intelligence, quantum computing, biotechnology, and advanced semiconductors.

Officials describe the plan as a dual-track approach. On the other, it acknowledges that not all scientific collaboration can or should be cut off. The document also stresses workforce development, urging universities and community colleges to expand training in critical fields. It proposes clearer federal guidelines for how agencies handle export controls and foreign talent recruitment, a sensitive area that has drawn criticism from academics in recent years.

Reaction has been mixed. Industry groups welcomed the focus on manufacturing and supply chain resilience but want more clarity on funding. Some researchers worry the security language could chill open exchange, even in non-sensitive fields.
